Job Role: AEFO Procurement and Resettlement Officer (Accommodation for ex-offenders) 
This role is an opportunity to be part of creating a new housing offer for homeless ex-offenders in the Borough. There will be opportunities to work with the London Probation Service and the jointly funded AfEO Coordinator who will be working across Hammersmith & Fulham, Kensington and Chelsea and Westminster to develop this project.
Role Purpose 

  • Procure suitable and affordable private rented accommodation for ex-offenders referred into the AfEO project by brokering new accommodation and working closely with existing accommodation providers such as the in-house Procurement Team, Capital Letters, West London OOL Project, and others.
  • Work in an agile and flexible way including travelling to meet with landlords, letting agents and other housing providers, visiting and inspecting properties, accompanying clients to viewings, setting up and attending online viewings and meetings if appropriate.
  • Carry out an assessment of needs including affordability, suitability, and support needs to negotiate rent, incentives, and tenancy terms with private landlords on behalf of people referred to the AfEO project and follow internal processes for effective move-on into affordable privately rented accommodation in and out of the Borough. 
  • Provide a bespoke hand-holding resettlement and tenancy sustainment service to ensure that the ex-offenders’ placement into accommodation in the private rented sector is co-ordinated across all partner agencies, ensuring support needs are met to support a long-sustained tenancy.
  • Use the funding available to arrange travel, furniture, white goods, and other items on behalf of the tenant as required, to get the tenancy off to the best possible start. 

Requirements 
  • Experience of working directly with vulnerable people with support needs who are at risk of, or who are already, homeless. 
  • Experience of property procurement, working with private sector landlords, letting agents and the housing market.
  • Experience of working with statutory and non-statutory partners involved with ex-offenders such as the Prison Service, Probation Service, Substance Misuse providers, Mental Health services and other relevant stakeholders.
  • Experience of working within a housing options centre or similar environment with a good understanding of homelessness, housing legislation and placing households in the private sector and other housing pathways
  • MUST HAVE PREVIOUS EXOEREUNCE WORKING IN A HOUSING ASSOCIATION / COUNCIL 

Contract 
  • Monday to Friday 9am to 5pm (Hybrid position) 2 days office plus occasional visits
  • Initial 9 month ongoing contract with the opportunity to extend 
  • PAYE via Umbrella 
  • A clean DBS (we process a DBS for successful candidates)
