Building Control Manager


Job Details


ROLE PURPOSE:

  • Management of Building Control Area team, ensuring agreed team plans and performance targets are delivered and that a culture of ‘putting our residents first’ is maintained.
  • To manage a Building Control Area team and support the Chief Building Control Officer/ Head of Building Control in delivering a customer focused service and maintain a share of the building control market within the borough.
  • Working up to Class 3 or 4 level, assess the full range of building control submissions and undertake site work, particularly for more complex cases.
  • Provide technical supervision regarding other Building Control matters including - Dangerous Structures, Demolitions, Reversion applications, Regularisation applications, validation and advise on Initial Notices and Enforcement issues.

Resident & Community Contribution
  • To contribute to the safe and strong communities through the provision of an effective local authority building control service.
  • To demonstrate understanding of the Council’s Customer Care Standards and ensure that these standards are met in order to deliver the Council vision of ‘putting our residents first’.

People Management
  • To be responsible for the selection, development and performance of the Building Control Area team in line with the Council’s HR policies.
  • To ensure all team members receive the appropriate level of communication to maintain engagement with the Council’s vision, priorities and activities.
  • To be responsible for maintaining a safe and healthy working environment in line with Health & Safety at Work Act (1974).

Operational Service Delivery
  • To manage a Building Control Area team, providing technical supervision where appropriate and in accordance with competence levels. Maintain competency levels undertaken new mandatory training as required.
  • Be a lead contact for the Building Control team to support with day-to-day workload and challenges within relevant timeframes.
  • To manage the allocation of work to the appropriate Building Inspector and ensure relevant consultations are undertaken.

Service Planning & Development
  • that an annual Team Plan, aligned to the Group / Service Plan(s), is developed, agreed and communicated to team members in a timely manner.
  • clear Service Level Agreements (SLA’s) are in place where appropriate, covering all aspects of service delivery with performance and response levels, together with the escalation process if SLA’s are not met.
  • a current service workforce plan including a succession plan for all key roles within own team.

QUALIFICATIONS
  • Educated to degree level in a relevant subject such as Building Control, Building Surveying, Construction, and/or be able to demonstrate learning at an equivalent level.
  • Full corporate membership of the Royal Institution of Chartered Surveyors or the Association of Building Engineers, or similar Professional Institution membership at corporate level involving a significant Building Control element.
  • Registered as a Class 1 Building Inspector from 6 April 2024
  • Registered or working towards Class 3 or 4 Building Inspector from 6 April 2024.
