Role Purpose 

  • The purpose of this job is to lead on and deliver a high quality Building Control service. To act as the principal technical adviser and expert on Building Control matters and to be responsible for technical and legal compliance with the Building Acts and Building Regulations. To make decisions in accordance with an appropriate scheme of delegation in the capacity of District Surveyor.

Responsibilities 
  • To ensure the provision of an excellent building control service to applicants, landowners, residents, community groups, amenity groups and other interested parties and customers.
  • To manage the day-to-day operations of the building control service.
  • To act as the Council’s principal advisor and technical expert on building control and represent the Council at appeals, court cases and other public hearings arising from the works of the service.
  • To lead the Council’s response on complex or sensitive cases.
  • Assisting and deputising for the Head of Service as appropriate in the management of the Building Control service, including the formulation of policy, procedures and technical standards.
  • To manage a budget including monitoring of income and expenditure, authorising payments, forward planning and review.
  • To take a lead on all complaints and queries related to your team and to ensure that all complaints and correspondence are dealt with in a timely, thorough and customer focussed manner and ensure that any service deficiencies that are identified through the complaints system are addressed in conjunction with the Head of Service.
  • To manage Building Control performance ensuring that the team achieves the key performance indicators and customer service standards as required by the Head of Service.
  • Provide expert support and advice to staff across the range of functions, and be responsible for leading on Fire Safety, CDM and structural safety.
  • To lead on and oversee the validity of complaints of danger arising from defective structures and instruct the Council’s dangerous structures contractor (including outside normal working hours and at short notice). Advise and assist staff in undertaking this function.
 
Requirements 
  • Class 3/4 Registration.
  • Extensive post qualification experience in Building Control.
  • Hold corporate membership of ABE, RICS (Building Control), Institution of Structural Engineers or equivalent.
  • Experience of effective management of staff and resources by implementing a performance-based approach.
  • Experience of making robust and defendable decisions on legal and technical building control and other related matters, ensuring that all decisions are consistent with the Council’s policies and other material considerations.
  • Ability to undertake high level and complex negotiations with service users and other interested parties to ensure the Councils policies are met.
  • To have extensive knowledge of relevant legislation and the ability to act as the lead officer ensuring compliance and enforcement within the Building Regulations and ancillary legislation.
  • Expert understanding of Fire Safety, CDM, or structural safety.
  • Extensive knowledge and experience of identifying, designing and implementing service improvement measures and opportunities to generate income for the service.

Contract 
  • Initial 3 to 6 month ongoing contract with the opportunity to extend 
  • PAYE via Umbrella 
  • Monday to Friday 9am to 5pm
