Role Purpose:
The Emergency Planning & Business Continuity Officer ensures the council’s preparedness for emergencies, following the Civil Contingencies Act 2004 and Resilience Standards for London.This role includes leading projects, deputising for the Head of Civil Contingencies, and managing emergency responses.

Key Responsibilities:
- Develop and implement emergency and business continuity plans, ensuring compliance.
- Lead workstreams, adapting to changing priorities.
- Build and maintain relationships with stakeholders, offering sound advice.
- Manage emergency responses, making quick decisions with limited information.
- Represent Harrow Council at regional forums and liaise with emergency services and partners.
- Assess training needs and deliver training for Emergency Response Officers and staff.
- Investigate incidents to inform best practices and update plans.

Skills and Experience Required:
- Essential:
- Proficiency in MS Office suite.
- Knowledge of emergency planning, business continuity, local government, and the Civil Contingencies Act 2004.
- Experience in developing plans or policies.
- Strong relationship-building skills.
- High standard of education, such as a degree in a relevant subject, or significant experience.
- Self-motivated with excellent organisational skills.
- Effective presentation and communication skills.
- Creative problem-solving skills, capable of producing reports and briefing papers.
- Willingness to work unsocial hours and participate in an on-call rota.
