Job Description
You will work within the Property & Estates team, helping to manage and optimise the council’s diverse property portfolio, which includes commercial assets, strategic landholdings, and development sites.
This role is central to the council’s asset management strategy, ensuring that key holdings are effectively managed to maximise financial returns and meet long-term service and community objectives.

Location: West London (Hybrid Working Available)
Contract Type: Temporary – Full-Time
Rate: Competitive (Inside IR35)
Duration: 3–6 Months (with potential for extension)

Key Responsibilities
- Deliver a comprehensive estate management service across commercial and operational portfolios
- Undertake lease renewals, rent reviews, licenses, valuations, easements, disposals, acquisitions, and other landlord and tenant matters
- Provide professional advice on property issues to internal stakeholders, including councillors and senior officers
- Represent the authority in negotiations with tenants, developers, statutory bodies, and consultants
- Act as project lead on specific property initiatives and contribute to multi-disciplinary working groups
- Ensure full compliance with relevant legislation (e.g. landlord & tenant law, health & safety, building regulations)
- Support the delivery of capital receipts, efficient occupation, income generation, and long-term asset value
- Prepare reports for senior leadership and contribute to Cabinet/Committee briefings
- Monitor service charge expenditure and support financial oversight of managed assets
- Provide input into the council’s annual asset valuation programme
I'm looking for a highly capable property professional with:
- Degree in a relevant property-related subject
- RICS qualification (MRICS/FRICS) or working towards
- Strong knowledge of landlord & tenant law, asset management, and local authority estate management
- Experience negotiating complex property transactions and managing a varied caseload
- Excellent communication and report writing skills with the ability to advise a range of audiences
- Proficiency in interpreting leases, managing income recovery, and handling property disputes
- A proactive, flexible attitude and commitment to high professional standards
- A full UK driving licence and ability to attend site inspections across the borough
