Environmental Enforcement Officer
Location: South East London
Rate: £223 per day umbrella
Contract: 6 months ongoing
Hours: Monday–Friday, 9am–5pm
Start Date: ASAP

We are currently recruiting for an experienced Environmental Enforcement Officer to join a local authority Environmental Enforcement Team in South East London.
The role will involve investigating environmental offences across the borough, gathering evidence, issuing Fixed Penalty Notices and taking formal enforcement action where required. You will work closely with Council departments, residents, businesses and external organisations to help maintain clean and safe streets.

Key Responsibilities
  • Investigate reports and complaints relating to environmental crime, including fly-tipping, littering, dog fouling, abandoned and untaxed vehicles.
  • Gather evidence using surveillance and CCTV equipment in line with relevant legislation and guidance.
  • Issue Fixed Penalty Notices and take appropriate formal or informal enforcement action.
  • Conduct investigations and searches to identify offenders and establish defendant details.
  • Prepare prosecution files, statements of evidence and supporting documentation.
  • Conduct interviews and attend court, public inquiries and other hearings to provide evidence on behalf of the Council.
  • Prepare correspondence, reports, memorandums and responses to members of the public and elected members.
  • Maintain accurate electronic and manual records of investigations and enforcement activity.
  • Work with Council teams, other local authorities and external organisations to improve environmental standards across the borough.
  • Manage an allocated workload and meet individual and team performance targets.
  • Attend resident, councillor, committee and other relevant meetings when required.
  • Use mobile technology, CCTV and other specialist equipment as part of enforcement investigations.
  • Carry out other environmental enforcement duties within the remit of the service.
About You:
  • Previous experience working in environmental enforcement, cleansing enforcement or a similar local authority enforcement role.
  • Experience investigating environmental offences and dealing with complaints.
  • Knowledge of relevant environmental legislation, particularly the Environmental Protection Act 1990.
  • Experience issuing Fixed Penalty Notices and taking enforcement action.
  • Experience gathering evidence and preparing prosecution or enforcement cases.
  • Strong written and verbal communication skills.
  • The ability to deal confidently and professionally with members of the public, businesses and other stakeholders.
  • Good IT skills and experience maintaining accurate case records.
  • The ability to manage a busy workload and work towards performance targets.
  • A flexible approach to working across different service areas when required.
Experience dealing with fly-tipping, littering, dog fouling, abandoned vehicles, untaxed vehicles and other environmental crime would be particularly beneficial.

Please note: The role may occasionally require flexible working outside normal office hours or at weekends depending on operational requirements.
